Requires the Office of Enterprise Technology Services to develop multilingual accessibility standards in consultation with the office of language access to guide state entities in providing access to vital information and documents for persons with limited English proficiency.

Multilingual accessibility standards must include functional performance criteria, procurement language recommendations, and guidance for planning and monitoring to ensure state entities can implement standards cost-effectively.

Standards apply to electronic information technology developed, purchased, used, modified, or provided by state entities and must be reviewed every three years and updated to reflect changes in technology rules and federal guidance.

Appropriates funding for fiscal year 2024-2025 to establish one full-time program manager position within the Office of Enterprise Technology Services to develop the multilingual accessibility standards.

Declares that the general fund expenditure ceiling for fiscal year 2024-2025 is exceeded due to the appropriation, which is necessary to serve the public interest and address language barriers affecting residents, particularly those impacted by the August 8, 2023 Maui wildfire.
