Increases the monthly personal needs allowance for individuals in long-term care facilities from $50 to $75, effective July 1, 2024.

Applies to residents of adult residential care homes, developmental disabilities domiciliary homes, community care foster family homes, certified adult foster homes, domiciliary care facilities, nursing facilities, and community-based residences.

Clarifies that the needs allowance is supplemental to federal Supplemental Security Income (SSI) program funds and does not replace them.

Requires facility operators to provide generic toiletries, linens, and meals/snacks for outings at no cost to residents.

Mandates the Department of Human Services to conduct annual reviews of the needs allowance and submit reports to the legislature by the start of each regular session beginning in 2025.
