Appropriates general revenue funds for fiscal year 2024-2025 to achieve full funding and payment increases for Medicaid home- and community-based services.

Requires the Department of Human Services to obtain maximum available federal matching funds and pursue all other funding sources including private grants before expending state general revenues.

Authorizes the Department of Human Services to exceed the state general fund expenditure ceiling for fiscal year 2024-2025, with the excess amount and percentage to be specified, citing public interest and program necessity as justification.

Targets services including case management agencies, community care foster family homes, adult residential care homes, expanded adult residential care homes, and adult day health and adult day care centers that have experienced high utilization and extended periods without rate updates.

Effective July 1, 2024.
