Establishes the Daniel K. Inouye College of Pharmacy Special Fund to be administered by the University of Hawaii, funded by legislative appropriations, pharmacist workforce assessment fees, grants, donations, and interest earned.

Creates a pharmacist workforce assessment fee on all pharmacy licenses and permits (pharmacist licenses, wholesale prescription drug distributor licenses, pharmacy permits, and other specified permits) to be deposited into the special fund.

Authorizes use of special fund moneys for pharmacist workforce assessment and planning, including maintaining a secure database of pharmacist information, providing loan repayment to pharmacists working in medically underserved areas, and providing scholarships to pharmacy students.

Modifies Hawaii Revised Statutes sections 461-8 and 461-16 to require collection of the pharmacist workforce assessment fee along with existing license and permit fees.

Appropriates funds from the compliance resolution fund to the special fund for fiscal year 2024-2025, with reimbursement required by July 1 of the following year.
