Amends the definition of "gambling" in Hawaii Revised Statutes Section 712-1220 to exclude digital sports betting on state-licensed platforms during a pilot program period (through June 30, 2028).

Establishes a pilot program administered by the Department of Business, Economic Development, and Tourism to license up to five businesses to operate digital sports betting platforms in Hawaii.

Sets licensing fee at $30,000,000 per business for the duration of the pilot program, with licensees required to submit annual reports of sports betting earnings and payouts.

Requires the Department of Business, Economic Development, and Tourism to submit a report to the legislature on the pilot program status, findings, and recommendations no later than twenty days before the 2025 regular legislative session.

Provides that Parts I and II of the act (establishing the pilot program and temporary gambling definition amendment) expire on June 30, 2028, at which time Part III takes effect with a revised gambling definition that removes the digital sports betting exemption.
