Establishes a private roads task force within the Department of Transportation to identify and develop an inventory of all private and disputed government roads in Hawaii.

Task force shall create a priority list of roads needing repairs based on road condition and traffic volume, and draft memoranda of agreement between the State and counties for transferring road ownership once repaired to county standards.

Task force membership includes the Director of Transportation (co-chairperson), Attorney General, mayors of each county, county corporation counsels/attorneys, and county public works directors or engineers.

Task force members serve without compensation but shall be reimbursed for reasonable expenses including travel, and are exempt from Hawaii Revised Statutes Chapter 84 conflict of interest requirements.

Task force must submit findings, recommendations, and any proposed legislation to the legislature no later than twenty days before the 2025 regular legislative session convenes.
