Prohibits all persons from engaging in geotagging on public lands in Hawaii, defined as appending geographic coordinates to media based on mobile device location.

Establishes geotagging violations as misdemeanors under Hawaii Revised Statutes Chapter 128B.

Requires the Department of Law Enforcement to adopt rules pursuant to Chapter 91 to implement the geotagging prohibition.

Cites overtourism, infrastructure strain, natural resource damage, safety concerns at under-equipped locations, and privacy/cybersecurity risks as justifications for the prohibition.

Takes effect upon approval and does not affect rights, duties, penalties, or proceedings that occurred before the effective date.
