Requires the Department of Agriculture, in collaboration with the Hawaii Interagency Council on Homelessness, Department of Land and Natural Resources Division of Forestry and Wildlife, and Department of Health Food Safety Branch, to develop and implement a plan to expand meat processing capacity in the State by July 1, 2025.

Directs the plan to enable processing of meat from axis deer (an invasive species) and other wild game for distribution by non-profit food distribution services such as Feed My Sheep and the Hawaii Foodbank.

Appropriates unspecified funds from the general revenues of the State of Hawaii for fiscal year 2024-2025 to implement the meat processing expansion plan.

Contains expenditure ceiling override language indicating the appropriation will exceed the state general fund expenditure ceiling for fiscal year 2024-2025, with amounts left blank in the bill.

Effective date set for July 1, 3000 (appears to be a drafting error).
