Amends Hawaii Revised Statutes section 27-8 to include "single-ingredient products" as qualifying local food purchases for state departments and entities (Department of Education, Department of Health, Department of Corrections and Rehabilitation, Department of Defense, and University of Hawaii system).

Defines "single-ingredient product" as a product made primarily from one main ingredient that undergoes value-added processes and is 100 percent grown, raised, manufactured, or produced in Hawaii.

Establishes escalating local food purchasing requirements measured as percentage of total food cost: 10 percent by January 1, 2025; 18 percent by 2030; 26 percent by 2035; 34 percent by 2040; 42 percent by 2045; and 50 percent by 2050.

Requires affected departments and the University of Hawaii system to submit annual reports to the legislature detailing total food costs, percentage of local purchases, and explanations if benchmarks are not met.

Takes effect upon approval.
