Establishes grant specialist positions within the Department of Agriculture to assist farmers and ranchers in applying for and fulfilling requirements of grants from USDA, state, counties, or private entities.

Grant specialist positions shall prioritize assisting farmers and ranchers who produce local food that is at least partly consumed within the State.

Appropriates funds from general revenues for fiscal year 2024-2025 to establish full-time equivalent grant specialist positions (specific dollar amount and number of positions left blank in bill text).

Requires legislature to determine if appropriation exceeds state general fund expenditure ceiling for fiscal year 2024-2025 and justify the excess based on public interest and addressing identified needs (specific amounts left blank).

Takes effect July 1, 3000.
