Establishes a pesticide inspection program within the Department of Agriculture to increase compliance with proper use of restricted use pesticides and enforce the prohibition on chlorpyrifos-containing pesticides.

Requires the department to conduct periodic inspections and complaint-based inspections to determine violations of pesticide regulations under Hawaii Revised Statutes section 149A-31(3), (4), or (7).

Mandates development of an online reporting tool for restricted use pesticides with public access to summary data.

Requires the department to post pesticide inspection results on its website upon completion of a final order for any violations.

Effective July 1, 3000 (note: effective date appears to contain a typographical error).
