Establishes the Hawaii Farm to Food Bank Program to be administered by the Department of Agriculture to alleviate food shortages in the state.

Directs food banks receiving support to purchase, store, and transport fresh locally grown or produced food (fruits, vegetables, eggs, poultry, livestock products, milk, aquacultural products, and horticultural products) that is culturally relevant to food insecure communities at no cost to recipients.

Appropriates funds out of general revenues for fiscal year 2024-2025, with the amount left blank in the bill text.

Acknowledges the appropriation will exceed the state general fund expenditure ceiling for fiscal year 2024-2025 by $5,000,000, and requires justification that the expenditure is necessary to serve the public interest and meet the needs addressed by the act.

Effective date set for July 1, 3000 (appears to be a drafting error).
