Establishes an invasive species inspection placard program within the Department of Agriculture to control, remove, and eradicate invasive species on agricultural producer premises and publicly report inspection results.

Requires annual inspections or complaint-based inspections of agricultural producer premises, with a color-coded placard system to indicate compliance status after inspection or after a department-determined timeframe for removal or eradication.

Mandates the Department of Agriculture post all inspection results on its website and update results upon completion of each inspection.

Appropriates unspecified general revenues for fiscal year 2024-2025 to mitigate the spread of little fire ants and coconut rhinoceros beetles in the State.

Defines "agricultural producer" as a farmer, cooperative association, or landowner deriving at least 50 percent of gross income from agricultural activities within Hawaii, and "invasive species" as any detrimental animal, insect, disease agent, or organism harmful to agriculture.
