Increases the Board of Agriculture from ten to eleven members to add representation from Native Hawaiians.

Makes the Chairperson of the Board of Trustees of the Office of Hawaiian Affairs an ex officio voting member of the Board of Agriculture.

Establishes that the Office of Hawaiian Affairs will provide representation of Native Hawaiian interests and aspirations in agricultural decision-making.

Addresses Native Hawaiian health and economic inequities by ensuring Native Hawaiian voices are heard in state agricultural policy through the Office of Hawaiian Affairs' participation.
