Establishes a 10-year statute of repose for professional land surveyors, prohibiting civil actions from being commenced if 10 years has elapsed since the latter of the contract completion date or final payment for land surveying work.

Adds a new section to Chapter 464, Hawaii Revised Statutes, establishing this limitation period for claims against professional land surveyors.

Distinguishes land surveyors from architects and engineers by noting that land surveying does not involve safeguarding life, health, or property but rather focuses on measuring and locating property lines and features.

Takes effect on July 1, 3000.
