HI HB2151

Requires the Department of Transportation to establish and implement a non-traveler visitor pass program at Daniel K. Inouye International Airport for individuals without airline boarding passes.

Allows pass holders to visit areas beyond federal Transportation Security Administration checkpoints to accompany travelers to or from airline gates, baggage claim, or ground transportation facilities, or to engage in other lawful activities authorized by the department.

Directs the department to coordinate with the federal Transportation Security Administration and other governmental agencies in creating and managing the program.

Authorizes the department to impose limitations on the number of passes issued daily, the duration visitors may remain beyond security checkpoints, and other restrictions to ensure airport security.

Takes effect on July 1, 2024.
