Establishes an air and space law program within the William S. Richardson School of Law at the University of Hawaii at Manoa, focusing on civil, commercial, administrative, criminal, and environmental aspects of aviation and space law.

Program shall offer courses of study and confer degrees as deemed appropriate by the board of regents, including graduate certificates and master of law programs, subject to availability of funds, faculty, and facilities.

Appropriates general revenues from the State of Hawaii for fiscal year 2024-2025 to establish the air and space law program (specific amount not filled in on document).
