Requires all employer group health policies issued or renewed after December 31, 2024, to provide coverage for dental and vision preventative care, diagnosis, and treatment without employer option or deductible.

Mandates individual and group hospital or medical service plans issued or renewed after December 31, 2024, to include the same dental and vision coverage requirements.

Requires health maintenance organizations to include dental and vision coverage in policies issued after December 31, 2024, by adding the new coverage to required benefit provisions.

Obligates insurers and mutual benefit societies to provide written notice to policyholders about the required dental and vision coverage by December 31, 2025, prominently positioned in annual materials or other mailings.

Applies the coverage requirements to all medicaid managed care programs in Hawaii upon approval of the state plan by the Centers for Medicare and Medicaid Services.
