Requires the State Council on Developmental Disabilities to submit a report to the legislature by twenty days prior to the 2026 regular session focused on health disparities experienced by persons with developmental or intellectual disabilities in Hawaii.

Report must include a definition of the state's developmental or intellectual disability population, social determinants of health, and population-level differences in health indicators between persons with and without disabilities (including income, employment, education, technology access, and transportation).

Report must analyze prevalence of intellectual or developmental disabilities by zip code, ethnicity breakdown by zip code, and whether persons with these disabilities experience worse health outcomes than non-disabled peers.

Report must provide any additional information to assist the state in determining safe and culturally appropriate public health actions, and include proposed legislation and best practices to reduce health disparities for persons with developmental or intellectual disabilities.

Appropriates unspecified funds from general revenues for fiscal year 2024-2025 to the Department of Health for the State Council on Developmental Disabilities to compile and submit the report; effective July 1, 2024.
