• Establishes a housing assistance program within the Department of Human Services to provide state grants and monthly rental subsidies to private property owners who set aside, construct, or improve accessory dwelling units (ADUs) and rent them to homeless families or individuals for 5 years.

• Creates a housing assistance program coordinator position (appointed by the director) and a temporary housing assistance program commission with at least 14 members to oversee the program and provide advisory assistance.

• Limits the program to counties with populations greater than 500,000 and prioritizes placing homeless families who have lived longest in parks, cars, streets, or other public areas.

• Provides property owner incentives including construction/renovation grants, monthly rent subsidies, real property tax waivers or reductions, and zoning/building code exemptions.

• Program takes effect July 1, 2024, and sunsets June 30, 2029; the commission sunsets June 30, 2026, or when 2,000 ADUs are approved, whichever is sooner.
