Adds a new requirement that development in special management areas cannot be approved if located within the sea level rise exposure area designated by the Hawaii climate change mitigation and adaptation commission or its successor.

References the Hawaii climate change mitigation and adaptation commission's sea level rise vulnerability and adaptation report, which identifies areas susceptible to sea level rise impacts based on a 3.2-foot sea level increase projected by mid-century or earlier.

Establishes legislative findings that sea level rise of 3.9 to 5.9 feet is projected for Hawaii by 2100 and poses a serious threat to coastal communities, beaches, and natural resources.

Amends Section 205A-26 of the Hawaii Revised Statutes to add sea level rise exposure area prohibition as a new approval condition for developments in coastal special management areas.

Takes effect upon approval.
