Establishes a Supplemental Nutrition Assistance Program (SNAP) recipient advisory committee consisting of seven members appointed by the governor, with two members from Oahu and one member each from Hawaii, Maui, Kauai, Molokai, and Lanai

Requires all advisory committee members to be current or former SNAP recipients and compensates them at $40 per hour with reimbursement for necessary expenses including travel

Committee must meet at least six times per year and may use interactive conference technology such as teleconference and videoconference, with four members constituting a quorum

Committee responsibilities include advising the department on strategies to increase SNAP access for underserved communities, developing community partnerships, providing feedback on budget proposals, participating in long-term planning, and serving as liaison between recipients and the Department of Human Services

Appropriates general revenues for fiscal year 2024-2025 to establish and operate the advisory committee; effective date is July 1, 3000
