Prohibits persons convicted of campaign finance, ethical, or lobbying offenses under section 11-412, chapter 84 or 97, or equivalent federal or county offenses from making direct or indirect contributions to candidates, candidate committees, or noncandidate committees.

Prohibits convicted persons from knowingly soliciting contributions from any person for any purpose.

Requires funds received by candidates, candidate committees, or noncandidate committees from prohibited contributors to escheat to the Hawaii Election Campaign Fund.

Authorizes the Campaign Spending Commission and State Ethics Commission to notify candidates and committees that a contributor violated the contribution prohibition.
