Authorizes the Director of Commerce and Consumer Affairs to appoint an organization as limited owner of an abandoned cemetery that lacks an identifiable owner or operator and needs perpetual care or protection from wrongful acts.

Grants limited owners authority to file criminal, civil, or administrative complaints (including trespass complaints) against persons engaged in wrongful acts at the cemetery.

Permits limited owners to engage in security and perpetual care activities including installation of fencing and lighting, setting hours of operation, major repair work, fundraising, and volunteer activities.

Provides limited owners with the same liability protections as volunteers under existing cemetery law and requires annual progress reports to the Department of Commerce and Consumer Affairs.

Clarifies that limited ownership appointments vest no property rights, may be revoked at any time by the Director, and are not subject to legal challenge or administrative appeal.
