• Authorizes law enforcement officers and county fire department officers to enter and inspect premises of fireworks licensees and permittees during reasonable hours to verify compliance with the Fireworks Control Law.

• Establishes procedures for the Department of Law Enforcement to conduct administrative inspections of controlled premises and access records, books, and inventory without a warrant.

• Requires licensees and permittees to maintain records and inventories of all fireworks and articles pyrotechnic for five years, and mandates immediate reporting to the director and county fire chief if fireworks are stolen, embezzled, or obtained by fraud.

• Specifies that each type of prohibited firework constitutes a separate violation, and authorizes law enforcement agencies and county fire departments to safely dispose of confiscated fireworks while holding violators liable for storage and disposal costs.

• Extends enforcement authority of the Fireworks Control Law to the Department of Law Enforcement in addition to county agencies, and establishes misdemeanor penalties up to $2,000 and one year imprisonment for obstructing inspections or law enforcement operations.
