Amends Hawaii Revised Statutes Section 464-13(d) to repeal the discretion allowing state, county, or political subdivision officials to require licensed design professionals for structures or improvements based on state or local requirements.

Maintains that work on structures within special management areas, flood hazard areas, and special design districts remains subject to professional licensing requirements.

Maintains that improvements resulting from conditional use permits, discretionary zoning permits, code compliance, variances, and building permit expediting procedures remain subject to professional licensing requirements.

Maintains that improvements resulting from rules established by a landowner or association of owners for private property remain subject to professional licensing requirements.

Takes effect upon approval.
