Amends Section 89-9(d) of Hawaii Revised Statutes to remove the exclusion of retirement benefits from collective bargaining negotiations between public employers and employee organizations.

Allows public employee organizations to negotiate retirement benefits, except that such obligation does not compel either party to agree to a proposal or make a concession.

Removes the reference to "retirement benefits except as provided in section 88-8(h)" from the list of excluded negotiation subjects.

Changes the conjunction from "and" to "and" in the list of excluded negotiation subjects (classification, reclassification, benefits, recruitment, examination, and initial pricing).

Takes effect on July 1, 2024.
