• Renames the "Hawaii Workforce Development Council" to the "Hawaii Workforce Development Board" to align with the 2021 General Appropriations Act budget restructuring.

• Requires the Hawaii Workforce Development Board and local workforce development boards to develop written conflict of interest policies consistent with the federal Workforce Innovation and Opportunity Act of 2014 and applicable federal regulations.

• Prohibits board members from voting on or participating in discussions about matters involving services they provide or that would provide direct financial benefit to them or their immediate families.

• Changes the selection method for the board chairperson to require selection from private sector members and adds new duties related to coordination of local workforce development boards and system improvements.

• Repeals the requirement for the Department of Labor and Industrial Relations to submit annual reports to the Legislature on the K-12 Agriculture Workforce Development Pipeline Initiative activities.
