Expands the scope of liquor licensees who may employ authorized solicitors or representatives to promote products in counties outside their home county to include wineries, brewpubs, and small craft producer pubs.

Amends Section 281-39(c) of the Hawaii Revised Statutes to allow persons to apply for permits to act as solicitors or representatives for wineries, brewpubs, and small craft producer pubs in any county of the State.

Currently, only authorized solicitors for manufacturers or wholesale dealers are allowed to represent their products across multiple counties; small local producers are limited to promoting within their licensed county only.

Takes effect upon approval.
