Amends Hawaii Revised Statutes Section 281-31(j) to permit liquor sold under a Class 10 special license to be consumed on or off the premises, changing previous language that required on-premises consumption only.

Class 10 licenses continue to apply to fundraising events by nonprofit organizations, political candidates, and political parties for periods not exceeding three days.

Maintains exemptions allowing registered educational or charitable nonprofit organizations to sell liquor in original packages for off-premises consumption, and social clubs with 501(c)(7) tax-exempt status to sell wine to members for off-premises consumption.

Preserves existing waivers of hearings, fees, and other requirements for Class 10 license issuance, as well as the ability to auction liquor at fundraising events without criminal history record checks.

Takes effect upon approval.
