Amends Section 346-70 of Hawaii Revised Statutes to add subsection (d) providing extended substance abuse treatment and mental health services for certain pregnant women receiving state-funded medical assistance.

Eligible pregnant women who receive substance abuse treatment during the 60 days before childbirth may continue receiving substance abuse treatment and related mental health services for up to 10 additional months following childbirth.

Extended services require the woman to adhere to all substance abuse treatment program requirements and are subject to legislative appropriations and necessary federal approval.

Renames current subsection (d) to subsection (e) regarding the director's authority to adopt rules for determining eligibility for medical assistance.

Takes effect upon approval; does not affect rights, duties, or proceedings that occurred before the effective date.
