Allows religious, educational, and medical institutions to build residential units on land zoned for residential or commercial use within the urban state land use district.

Housing developments must be less than 15 acres and cannot exceed 50 percent of the parcel area.

Any housing units developed under this provision must be retained by the institution as long as the institution remains in existence.

Defines qualifying institutions as those with 501(c)(3) tax-exempt status (educational and religious) or nonprofit corporations providing hospital, medical, research, or therapeutic services (medical institutions).

Takes effect upon approval.
