Requires the Department of Health, Department of Human Services, and Department of Education to research rules, policies, and amendments to the Medicaid State Plan or Medicaid 1915(c) waiver to ensure coverage of clinically appropriate treatments and services for individuals 26 years of age or younger with autism spectrum disorder or fetal alcohol spectrum disorder.

Mandates research on coverage under three programs: the Early and Periodic Screening, Diagnostic, and Treatment benefit under Medicaid; state special education services and programs; and the Medicaid section 1915(c) home and community-based services waiver for individuals with intellectual and developmental disabilities.

Requires the three departments to make recommendations on any policy actions or funding needed to implement recommended rules, policies, or amendments to the Medicaid State Plan or Medicaid 1915(c) waiver.

Appropriates funds from general revenues for fiscal year 2024-2025 to the Department of Human Services for carrying out the required research and recommendations (specific amount not filled in).

Effective date July 1, 3000.
