Increases the loan limit for direct loans from the Department of Hawaiian Home Lands from 50% to 75% of the maximum single residence loan amount allowed in Hawaii by the Federal Housing Administration for dwelling repair, maintenance, purchase, and erection.

Requires the Department of Hawaiian Home Lands to provide financial literacy education for all borrowers as a condition of loans.

Amends Section 215 of the Hawaiian Homes Commission Act, 1920, to modify loan conditions and maximum amounts for lessees and their successors.

Takes effect upon approval with the consent of the United States Congress, with protections ensuring amendments are not repealed when Act 107 (Session Laws of Hawaii 2000) or Act 85 (Session Laws of Hawaii 2008) take effect.
