Increases the Commission on Water Resource Management from 7 to 8 members total.

Adds the Chairperson of the Hawaiian Homes Commission, or their designee, as an ex officio voting member alongside the Director of Health.

Maintains requirement that 5 of the 8 appointed members have substantial experience in water resource management, with at least one having expertise in traditional Hawaiian water resource management techniques.

Allows the Hawaiian Homes Commission representation on decisions affecting water reserves for Hawaiian home lands, as required under section 174C-101(a), Hawaii Revised Statutes.

Takes effect upon approval.
