Amends Hawaii Revised Statutes Section 346-59 to include "long-term supports and services" in the department of human services' payment rate calculations for medical care providers.

Requires the department to review payment rates for services without Medicare comparisons on a consistent schedule not to exceed five years in duration.

Directs the department to submit annual reports to the legislature when reviewing rates without Medicare comparisons, estimating costs to pay providers according to established rates.

Appropriates funds from general revenues for fiscal year 2023-2024 to cover costs while the department establishes new payment rates pursuant to the amended statute (amount left blank in bill text).

Takes effect July 1, 2050, except the appropriation provision takes effect July 1, 2023.
