Requires the Department of Education superintendent to establish a staggered school start times task force to study and evaluate implementing staggered start times for kindergarten through twelfth grade public schools.

Task force must examine current and projected school bus service schedules, projected costs and cost-savings, and impacts on student learning, achievement, safety, instructional time, and effects on students, teachers, faculty, and the community.

Task force membership includes public school principals from elementary, middle, and high schools; representatives from teacher and government employee unions; after-school program providers; and the Hawaii P-20 Partnerships for Education director.

Task force must submit findings, recommendations, and proposed legislation to the legislature no later than twenty days before the 2025 regular legislative session, then terminate on June 30, 2025.

Appropriates unspecified general revenue funds for fiscal year 2024-2025 to establish and administer the task force, with an effective date of July 1, 3000.
