Establishes a two-year pilot program allowing inmates at the women's community correctional center to foster pets while incarcerated.

Authorizes the Department of Corrections and Rehabilitation to contract with public or private animal shelters or welfare agencies to operate the program.

Requires the department to submit a report with findings, recommendations, and proposed legislation to the legislature no later than twenty days before the 2026 regular session convening.

Appropriates $100,000 from general revenues for fiscal year 2024-2025 to establish and operate the pilot program, including personnel costs, supplies, and related expenses.

Takes effect July 1, 2024, with any unencumbered funds lapsing on June 30, 2026.
