Expands exemption from state child care regulations to include United States Department of Defense-certified child care providers operating both on and off federal property.

Reorganizes Section 346-152(a) of Hawaii Revised Statutes by separating DOD-certified programs into a new paragraph (13) and moving executive office early learning classrooms to paragraph (14).

Simplifies language describing family relationships exempt from child care requirements, including updates to references for aunts, uncles, nieces, nephews, and other extended family members.

Takes effect upon approval and aims to improve access to qualified child care options for military and civilian families by reducing regulatory delays in provider certification.
