• Requires the Department of Corrections and Rehabilitation to establish a pilot program allowing inmates to perform work for the State, separate from the existing Hawaii correctional industries program.

• Department must develop eligibility criteria, work type determinations, and pay scale by September 1, 2024, and implement the pilot program by October 1, 2024.

• Department shall submit findings, recommendations, and any proposed legislation to the legislature no later than twenty days before the 2026 regular session convening.

• Act takes effect July 1, 2024, and automatically sunsets on June 30, 2026.
