Establishes an Office of Youth Services within the Department of Human Services to administer the safe spaces for youth pilot program, expanding services to youth experiencing homelessness or at risk of homelessness.

Expands the age range for eligible youth from "at least fourteen years of age" to "under twenty-five years of age," broadening program access.

Requires contracted nonprofit shelter organizations to provide shelter, assessment, and access to available services (medical, behavioral health, education, and employment support) for homeless youth.

Mandates state agencies (education, health, human services, public safety, and county police) to collaborate in identifying homeless youth and coordinating placement at shelters.

Appropriates funding for fiscal years 2023-2024 and 2024-2025 to support the pilot program, including 2.0 full-time equivalent positions and administrative costs.
