Establishes a state goal for each law enforcement agency to increase female law enforcement officers to 30 percent of all officers employed by 2030, using each agency's January 1, 2023 employment levels as the baseline for measuring progress.

Requires each law enforcement agency to recruit law enforcement officers from diverse backgrounds, including diverse educational backgrounds.

Includes a goal to increase employment of nonbinary law enforcement officers in the state, without specifying a numerical target.

Defines "law enforcement agency" according to section 78-52 of the Hawaii Revised Statutes.

Takes effect upon approval.
