Prohibits private and state workforce development programs from rejecting applicants age 18 or younger solely based on their active probation sentence.

Applicants must be in full compliance with all court-ordered requirements or conditions to qualify for this protection.

Adds new section to Chapter 352D, Hawaii Revised Statutes to codify the eligibility requirement.

Recognizes that probation is the most common juvenile sentence and that young people should not be denied workforce development opportunities needed to avoid recidivism.

Takes effect upon approval with no retroactive application to prior legal proceedings.
