Reclassifies, repeals, or abolishes certain non-general funds of the Department of Agriculture based on recommendations from Auditor's Report No. 23-13

Abolishes the aquaculture loan reserve fund (established 1972) with any unencumbered balance transferred to the aquaculture loan revolving fund under Hawaii Revised Statutes Section 219-4

Reclassifies the office of Hawaiian affairs ceded lands proceeds (established 2003) from a trust fund to a trust account

Abolishes the producer's settlement fund (established 1980) with any unencumbered balance lapsing to the general fund

Takes effect on July 1, 2050
