Reclassifies the temporary deposits--budget and finance trust account (established prior to 1980) as a trust account.

Abolishes the temporary deposits--budget and finance financial administration division trust account (established in 2021) with any unencumbered balance lapsing to the general fund.

Authorizes the director of finance to transfer or abolish excess amounts from various non-general funds to the general fund for fiscal year 2024-2025, based on Auditor's Report No. 24-01 recommendations.

Implements reclassifications and abolishments of certain non-general funds of the Department of Budget and Finance pursuant to auditor recommendations.

Effective date: July 1, 3000.
