Establishes a two-year public housing tenant upward mobility pilot program through the Hawaii Public Housing Authority to provide part-time, on-the-job paid training and work experience for public housing tenants seeking employment qualifications.

Allows the Hawaii Public Housing Authority to contract with nonprofit organizations, for-profit organizations, or foundations to implement the program without complying with Hawaii Revised Statutes chapters 103D and 103F (procurement requirements).

Requires an interim report to the legislature no later than twenty days before the 2024 regular session and a final report with findings, recommendations, and proposed legislation no later than twenty days before the 2025 regular session.

Appropriates funds from general revenues for fiscal years 2023-2024 and 2024-2025 to cover all program costs (specific dollar amount not specified in bill text).

Takes effect on July 1, 2050.
