Appropriates funds from general revenues for civilian auxiliary aviation services for fiscal year 2024-2025, including search and rescue, damage assessments, aerial photography, alerts, and supply transportation.

Directs the Department of Defense to expend the appropriated funds for these purposes.

Recognizes the Civil Air Patrol's 75+ year history of assisting with disaster response and recovery, including recent assistance with Maui wildfires, volcanic eruptions, and flood events.

Notes that state funding for Civil Air Patrol operations ceased in 2019 and was reappropriated in 2023.

Declares that this appropriation exceeds the state general fund expenditure ceiling for fiscal year 2024-2025 and becomes effective July 1, 2042.
