Appropriates funds from general revenues for full-time equivalent career foundations certificate program teachers at McKinley Community School for Adults for fiscal year 2024-2025.

Addresses workforce readiness by supporting adult education and high school students in earning associate degrees, workforce development diplomas, and certificates through programs established under Act 261, Session Laws of Hawaii 2022.

Recognizes that part-time temporary teaching positions in workforce preparation programs are difficult to fill and maintain, and that full-time positions will strengthen program success.

Includes declaration that the appropriation will exceed the state general fund expenditure ceiling for fiscal year 2024-2025, with the appropriation necessary to serve the public interest and address identified needs.

Effective date July 1, 3000.
