Appropriates $1,000,000 to the University of Hawaii Sea Grant College Program for fiscal year 2024-2025 to develop a comprehensive beach management plan for the North Shore of Oahu from Sunset Point to Kapo'o (Sharks Cove).

Requires the plan to address beach erosion, climate change scenarios, coastal protection strategies, public beach access, beach nourishment, shoreline setbacks, and innovative erosion management techniques.

Mandates the University of Hawaii Sea Grant College Program to include diverse community stakeholder input in developing the plan.

Allows private funding to supplement the appropriation if donors remain anonymous or release all control, with no influence over the plan's conclusions or recommendations.

Requires the completed beach management plan to be submitted to the governor and legislature by December 1, 2025; takes effect July 1, 2024.
