Establishes the role of crisis intervention officers within state and county law enforcement agencies and requires the Department of Law Enforcement to coordinate their training.

Defines "crisis intervention officer" as a law enforcement officer trained to recognize and communicate with persons in mental health or substance use disorder crises and certified by the Department of Health as a specialized first responder.

Authorizes crisis intervention officers to call for mental health emergency workers or respond directly when a person is imminently dangerous to self or others, with transportation to psychiatric facilities or designated behavioral health crisis centers.

Appropriates $500,000 for fiscal year 2024-2025 to establish three full-time crisis intervention coordinator positions and $163,000 to train and certify officers in mental health first aid and the crisis intervention team model.

Declares that the general fund expenditure ceiling for fiscal year 2024-2025 is exceeded and takes effect July 1, 2024.
